The 80% Rule: Why We Never “Top Off” Your Tank—and How OPD Valves Protect You

A propane tank is considered full at about 80% because liquid propane expands as temperatures rise. That open space is not wasted capacity—it is required expansion room that helps prevent propane from venting, leaking, or spouting from the tank when the weather heats up.

Why Propane Tanks Are Filled to 80%

Propane is stored as a liquid under pressure. Like many liquids, it expands when temperatures climb. If a tank is filled too high, there may not be enough vapor space left inside the container for safe expansion.

That is why the Ohio warning tells consumers not to fill propane tanks beyond 80% capacity. When our Collett team stops filling at the proper level, we are not leaving your tank “short.” We are filling it safely.

What Can Happen If a Tank Is Overfilled?

If your tank is overfilled, it can spout when the temperature heats up. That happens because expanding liquid propane needs room. Without enough vapor space, pressure can rise and propane may be released through a valve or relief device.

How OPD Valves Help Prevent Overfilling

OPD stands for Overfill Prevention Device. PHMSA explains that an OPD is a backup safety shutoff device built into certain propane cylinder filling valves to help prevent filling beyond the permitted limit.

OPDs are most commonly associated with portable DOT propane cylinders, such as many grill cylinders and removable cylinders used for campers, forklifts, and other portable applications. The PERC guide notes that OPD-equipped cylinders often have a triangular handwheel marked “OPD.”

An OPD is helpful, but it is not a fuel gauge and should not replace proper filling procedures. Larger residential tanks and permanently mounted ASME tanks are handled differently, using approved gauges, fixed liquid-level devices, meters, weight-based procedures, relief valves, and trained technician practices as required. The Ohio Fire Code requires LP-gas containers to be filled according to approved liquid-level or weight-based limits.
